Emma McClarkin, CEO of the British Beer and Pub Association, said: "Our sector supports more than a million jobs and over half of those employed in pubs are under-25s – so it's key we're able to keep putting money in people's pockets and build skills.

"It's vital that regulation doesn't throttle our ability to be flexible and easily employ people, otherwise workers will suffer. Not only that, the Government's own impact assessment lays bare the scale of additional costs that will be disproportionately borne by sectors such as ours.

"Given the seasonal nature of the sector, combined with a workforce who appreciate flexibility, we urge Government to work with sector so we can continue to be the backbone of the job market and to mitigate further cost rises and lost opportunity."
